Nicodemus answered and said to Him, “How can these things be?”
Jesus answered and said to him, “Are you the teacher of Israel, and do not know these things? Most assuredly, I say to you, We speak what We know and testify what We have seen, and you do not receive Our witness.

John 3:9 Nicodemus wanted to know how he could experience the spiritual birth spoken of by Jesus.
John 3:10 Jesus answered Nicodemus’s question (vv. 13–15), but first He rebuked Nicodemus for being a teacher of the Hebrew Scriptures and not knowing about spiritual birth (Prov. 30:4; Is. 44:3; Ezek. 36:26, 27).
John 3:11 you do not receive: Again you is plural (v. 7). Jesus had others in mind beyond Nicodemus. Here Jesus rebuked not only Nicodemus, but the other Pharisees as well.
