Primarily James seems to be writing to true, born-again believers (James 1:18). Yet, there are times when he seems to be addressing professing Christians or even the unconverted. This is one of the proofs of the very early date of the letter: the rift between Hebrew Christians and unbelieving Jews was not yet an accomplished fact.
